NATIONAL AVIATION ADMINISTRATION The administration and regulations of Civil Aviation within Myanmar is the responsibility of the DCA. The national AVSEC Committee (NCASC) has designated the Director General of DCA as an appropriate Authority of AVSEC with terms of reference. This is in line with the provision made in ICAO Annex 17. DG-DCA has been working as focal point in AVSEC matters, under the new organization structure of DCA, Aviation Security Division has been established directly under DCA. The terms of Reference of the AVSEC Programme (NCASP) and this division has been assigned to take the responsibility of the Secretariats of National AVSEC Committee (NCASC). International Legislation Myanmar has acceded to the following conventions and the relevant instruments of accession were deposited to the assigned countries on 10th May 1996; -

SECURITY COMMITTEE National Aviation Security Committee A National Aviation Security Committee has been established under the chairmanship of the Minister of Home Affairs and represented by various ministries and organizations responsible for maintaining law and order in the country. This is a high level committee responsible to formulate national policy and programmes relating to Aviation Security and Coordinating AVSEC activities at the national level. National Aviation Security Programme A National Aviation Security Programme (NCASP) (Draft) has been completed. Implementation of Aviation Security policy and procedures are the responsibility of DCA, which are exercised by the Military Security Forces and Myanmar Police Forces. Airport Security Committee Airport Security Committee have been established at Yangon International Airport (YIA), Mandalay International Airport (MIA) and other domestic airports to implement the security measures effectively and coordinate such activities at airport level. Airport Security Programme The NCASP (Draft) covers the various provision for airport security pragrammes for the airports including YIA, MIA. However, in view of the exponding requirements, action has been initiated to develop a dedicated airport security programme for International Airport as well as major domestic airports. Aircraft Operator Security Programme All airlines operating into Myanmar are required to have security programmes subjects to DCA requirements, Aviation Security clauses are included in all Air Service Agreements. AVSEC Training Civil Aviation Training Institute (CATI) has developed and conducted aviation security related training courses such as junior and senior level security personnel associated with civil aviation. |

SECURITY MEASURES National Aviation Security Committee In compliance with the provision made in Annex 17 and considering the sentiments of Tokyo, The Hague and Montreal conventions, security measures like access control, screening of persons and baggage, checked baggage, cargo and catering, guarding, patrolling and escorting etc, have been implemented. To increase the safety and security of passengers departing from Myanmar, DCA has been introduced additional security measures on 1St January 2008, in order to limit the amount of LAGS each passenger is permitted to carry on board aircraft. |
