Divisions - Responsibilities


Administration and Planning

Administration and Planning division is responsible for:-
  • Coordinating and monitoring activities of all divisions;

  • Planning, managing and administering human resources of the department ;

  • Planning and managing the financial management

  • Controlling and monitoring the Domestic Airports under the department jurisdictions.;

  • Planning, managing and administering the information system for the purpose of planning, research and/or reference of service in the department.


Administration Branch under the supervision of Administration and Planning division is responsible for:-
  • Managing the office administration of the Department;

  • Controlling and issuing all of the equipment and other facilities of the Department;

  • Managing acquisitions via quotations and tenders;

  • Managing Transportation arrangements for the Department.


Planning Branch under the supervision of Administration and Planning division is responsible for:-
  • Managing the personnel affairs such as recruitment, appointment, promotion, resignation and pension;

  • Nominating, processing and sending the trainees to the internal and external courses/training;

  • Documentations by Computer Section.


Finance Branch under the supervision of Administration and Planning division is responsible for:-
  • Preparing the Department annual operating budget;

  • Allocating the expenditures;

  • Managing and processing bills/invoices/claims, salaries and allowances;

  • Preparing financial reports and audit statements;

  • Monitoring of financial management and audit inquiries;

  • Managing issuance of traveling allowance for the officer/staff on official duties;

  • Managing the Department revenues collections.


Domestic Airports Control Branch under the supervision of Administration and Planning division is responsible for:-
  • Investigating the safety, air traffic control, runway, terminal building of domestic airports;

  • Cooperating and coordinating with the Divisions concerned to remedy the deficiencies which are found in the airports mentioned above;

  • Supervising the personnel affairs and administrative affairs of the domestic airports staffs.



Air Traffic Services

Air Traffic Services under the programme of Air Traffic Management is responsible for:-
  • the provision of Air Traffic Services - Air Traffic Control Service, Flight Information Service and Alerting Service;

  • the provision of Aeronautical Information Services;

  • the provision of Airport Fire Services;

  • the provision of Search and Rescue Services in coordination with Rescue Coordination Centres;

  • the Airspace Management;

  • the statistics on the aircraft movements for the purpose of collecting fees and charges on air navigation services and facilities;

  • the provision of trainings to recruit Air Traffic Controllers, Flight Dispatchers and Aeronautical Information Services technicians;

  • the issuance of overfly and landing permits to schedule, non-schedule, private and diplomatic flights.

Air Transport Branch

Air Transport Branch is responsible for:-
  • Preparing of draft bilateral / multilateral air services agreements and conclusion of those agreements with other countries;

  • Issuing of "Permit to Operate" on economic concerns to its national airlines and international airlines of other countries having concluded bilateral / multilateral Air Services Agreement with Myanmar;

  • Controlling control national airlines operations to be in line with Myanmar Investment Commission permit;

  • Monitoring internationals operations to Myanmar in accordance with the provisions of bilateral / multilateral Air Services Agreements of those Myanmar has concluded with other countries the airlines is designated;

  • Preparing air transport statistic forms, forecasting the trend of air transport development;

  • Studying for the compliance of International Civil Aviation's standards, recommended practices and guide lines on air transport economic concerns;

  • Cooperation and coordination with International Air Transport Association, if necessary;

  • Participation and cooperation with regional organization such as ASEAN, CLMV, GMS, BIMSTEC, ACMECS and BCIM on air transport concerns;

  • Reviewing current bilateral /multilateral Air Services Agreements and coordination with other countries, those are bilateral or multilateral partners with Myanmar;

  • Studying air transport infrastructures;

  • Formulation the air transport strategy to be in line with international air transport development and to gain benefit for the country.
