DCA Head Quarters

The Director General of Civil Aviation heads the Department of Civil Aviation and is supported by a Deputy Director General in charge of overall administration of the whole Department, seven Directors in charge of Flight Check, Technical and Airworthiness Directives, Air Traffic Services, Aeronautical Communication, Aerodromes Design and Construction, Aviation Seurity, and Administrations and Planning respectively. Also a Principal heads the Civil Aviation Training Institute which was established in 1993 for conducting trainings to technical specialists within the Department.


Administration and Planning Division

The Administration and Planning Division, headed by a Director, is responsible for operating the administrative mechanism in the Department, and Planning on human resources, financial management and developments of the Department and its subordinate airports.

This Division is organized by four branches which are Administration, Planning, Finance and Domestic Airports Control, and headed by one Deputy Director in each branch.

Air Traffic Services Division

One important role of the DCA is providing 24-hour air traffic control services and navigational aids for all flights operating in Myanmar airspace including international flights overflying Myanmar. There are sixteen international air routes which cross Myanmar airspace. The Area Control Centre provides en-route control for all these flights while the control towers at respective airports provide approach and aerodrome control for aircraft landing and taking off. Air traffic control is very important in that it provides vital flight information to the aircraft in order to avoid en-route mid-air collisions and crashes while landing and taking off.

Aeronautical Communication Division

The backbone of air traffic control is aeronautical communication equipment and radio navigational aids that DCA has to upgrade and extend progressively to meet the requirements of modern international techniques and systems.

Technical Division

The Technical Division has been formed to perform safety oversight of all of airworthiness aspects of aviation in our country which includes Air Transport Operators, Approved Maintenance Organizations and oversight of any other person or organization involved in modification/repair and maintenance of aircraft and training aspects of personnel engaged in civil aviation. Effective Safety Oversight will help to ensure high standards in aviation safety is maintained and also fulfill the state obligation under the Convention on International Civil Aviation. Technical Division is also responsible to regulate Aircraft Maintenance Engineer Licensing, Carriage of Dangerous Goods, Environmental Protection and participate in Incident/ Accident investigation.


Aerodrome Design and Construction Division

Aerodrome Design and Construction Division has been established under the Department of Civil Aviation, Ministry of Transport in 1996 under the guidance of the leader of the state. Before that the public work under took the implementation works on to build new runways, new terminal building and new airports.

Air Transport Branch

While the most important functions of the Department of Civil Aviation concern safety, other aspects such as providing efficient services and facilities for the smooth transit of passenger and goods such as airport terminal buildings and services, and the air transport economic regulatory aspect which contributes to the development of the nation's economy are also important.

The DCA air transport functions are the arrangement of bilateral air services agreements between Myanmar and other nations, liaison with international organizations such as ICAO, cooperation within ASEAN and other regional groupings for the civil aviation aspect, economic regulation of airlines, both domestic and international, and international relations.

Aviation Electro - Mechanical Engineering Section (A.E.M.E.S)

Aviation Electro - Mechanical Engineering Section is now headed by Director, under the supervision of Director General of the Head Office.

In 1986 this section was established as Visual Aids Maintenance Engineering Section (V.A.M.E.S), mainly responsible for Airfield lighting installation and maintenance. Since then, it has being performed all electrical and mechanical works for the Department of Civil Aviation.

The solemn aim of the division is to meet the requirements on ICAO standards and flight safety issues to all the International and Domestic Airports within Yangon FIR.
